About Us

Our story is one of hope, courage, and community.

An Angel's Wing was founded on the belief that every person deserves a chance at recovery — and that no one should have to face it alone.

Meet Our Team

Who we are

An Angel's Wing, Inc. is a 501(c)(3) nonprofit organization founded in 2017 by Debra York and her son, Joshua Stoehner, out of one family's firsthand experience trying to find help for someone they loved.

When Debra's son — and Joshua's brother — needed treatment for substance use disorder, their family encountered the same barriers that far too many Maine families face: long waiting lists, limited treatment availability, and costs that put desperately needed help out of reach.

They knew their family could not be the only one struggling to find a way forward. So, in 2017, An Angel's Wing began with a bag of donated items and an idea: turn what the community was willing to give into opportunities for people seeking recovery.

What started with that one bag of donations has grown into a comprehensive recovery organization serving individuals and families throughout Maine.

An Angel's Wing — the early days, 2017–2019

What we do today

An Angel's Wing works to remove barriers and create pathways to long-term recovery through a continuum of services, support, housing, treatment, and community connection.

  • Residential substance use disorder treatment, including specialized services for women, pregnant and parenting women, and mothers with their children.
  • Recovery residences providing safe, structured, recovery-focused housing for individuals rebuilding their lives.
  • Intensive Outpatient Programming (IOP) and outpatient substance use disorder treatment.
  • Medication-Assisted Treatment (MAT) and connections to medical and behavioral health services.
  • Case management to help individuals navigate housing, healthcare, employment, benefits, transportation, and other essential needs.
  • Recovery coaching and peer support from people who understand recovery and the importance of connection.
  • Recovery Community Center programming, creating a place for individuals and families to find support, education, resources, and community.
  • Families & Affected Others support, recognizing that substance and alcohol use disorders affect entire families — not only the individual struggling with the disease.
  • Employment and workforce support to help people in recovery regain independence and become successful members of their communities.
  • Community partnerships and referrals connecting individuals with the resources and services they need to move forward.

Giving back — Second Chance Retail

Our roots remain an important part of who we are. An Angel's Wing Second Chance Retail, located at 1567 Lisbon Street in Lewiston, Maine, accepts donated clothing, furniture, household goods, tools, kitchen items, and other usable merchandise from the community. Those donations are resold to help support the mission of An Angel's Wing.

But Second Chance Retail is much more than a thrift store. We partner with community organizations that refer individuals and families experiencing hardship to us for assistance. Through these referrals, people in need can receive clothing, household goods, furniture, and other necessities at no cost.

The store also creates opportunities for people in recovery to develop employment skills, rebuild confidence, establish stability, and experience the dignity that comes with giving back to their community.

What began in 2017 with one family trying to find treatment, one bag of donations, and one idea has become something much larger. We believe recovery happens when people are given access, opportunity, dignity, connection, and a second chance.

Executive Director & Founder

Debra York founded An Angel's Wing Inc. after experiencing the challenges of finding recovery support firsthand. Her passion for helping others navigate the path to sobriety has driven the organization's growth from a single residence to a comprehensive network of programs serving Maine's most vulnerable populations. Debra leads with compassion, lived experience, and an unwavering belief in every person's capacity for recovery.

Peggy Ouellette

Peggy Ouellette

Medical Director

Peggy Ouellette has served as Medical Director of An Angel's Wing Inc. since 2018, bringing deep expertise in addiction medicine and patient-centered care to our programs. Her clinical leadership ensures that every client receives compassionate, evidence-based treatment grounded in the latest standards of care.
